Diamond McCarthy fields a top notch legal group representing clients who whistle blow on fraud, waste and abuse of federal and state funds. Robert Sadowski and Sheila Gowan, who co-head the group, have more than 20 years combined experience and have recovered hundreds of millions dollars for programs funded by federal and state governments.
Sheila was formerly Senior Litigation Counsel, Affirmative Civil Enforcement Coordinator and Health Care Fraud Coordinator in the United States Attorney’s Office for the Southern District of New York, where she conducted and supervised civil and joint civil/criminal fraud investigations and cases. Robert was formerly the Health Care Fraud Coordinator in the United States Attorney’s Office for the Southern District of New York, where he conducted and supervised civil health care fraud investigations and cases. Robert also has an LLM in taxation and worked as a trial attorney for the Internal Revenue Service. They have received multiple awards for their work.
In the medical arena, the group is experienced with cases involving pharmaceutical companies, hospitals (Part A and Part B), billing companies, laboratories, nursing homes, Medicare Part D sponsors, medical equipment distributors, school districts and municipalities. The group handles all types of schemes, including kickbacks, Stark Act violations, billing for services not rendered, off-label marketing, misbranding, safety and quality of care. The group is also experienced with cases involving NIH and Office of Minority Health grants, HUD programs, USAID foreign aid programs, U.S. Department of Agriculture programs, SBA programs, Department of Defense contracting, FCC auction programs, U.S. Customs fraud, as well as securities, tax and financial whistleblower cases.
